Phase 2 of the CDNI venting ban has begun

Strasbourg, 5 October 2026 – A significant step has been taken towards cleaner air and the protection of public health in European inland waterway transport: On 1 October 2026, the second phase of the CDNI venting ban officially came into force. This prohibits the release into the atmosphere of gaseous residues from three further groups of substances harmful to health and the environment throughout the entire treaty area.

STrict rules for a total of seven groups of substances

With the start of the second phase, the number of regulated groups of substances has risen to a total of seven. In practice, on board vessels, this means a strict obligation to carry out environmentally sound degassing: the harmful vapours must be discharged at special degassing stations. An exception applies primarily in the case of exclusive transport, meaning that the same cargo is transported or where the subsequent cargo is compatible – meaning that the vapours can be discharged directly into the shore tank. 

 

Target: 95% reduction in harmful emissions

The introduction of the second phase brings the CDNI signatory states a great deal closer to their overarching environmental protection and health objective: within the geographical scope of the agreement, 95% of harmful emissions into the atmosphere are to be completely avoided in future. 

The ban will be implemented gradually to give the industry time to adapt. On 1 October 2027, the ban will come into full effect with the entry into force of its third phase.
