The annual report on the evaluation of the financing system and on the disposal charge is online!

The 2021 annual report on the evaluation of the financing system and on the disposal charge is now online on the CDNI website.
 
This document deals exhaustively with the development in costs and receipts since 2011, the date of entry into force of the CDNI’s international financing system of Part A (oily and greasy waste) based on the polluter pays principle.
 
The report also features an overview of the economic situation of transport on the Rhine in 2020 and an initial evaluation of the impact of the Covid-19 pandemic on the financing system. Compared with 2019, disposal charge receipts suffered a significant 5.74% decline. This decline in receipts is attributable in particular to the reduction in freight transport demand and to the significant decline in passenger navigation activity in 2020, which was able to resume in 2021 thanks to the improvement in the health situation.
 
In view of the exceptional health crisis situation and the surplus that still exists within the system (see details in the report on the stability of the system), the Conference of the Contracting Parties (CPC) decided to keep the disposal charge at €8.50 per 1000 litres of gas oil dispensed on 1st January 2022. The International Clearance and Coordination Body (IIPC), the body responsible for implementing Part A and its financing system, continues to keep a close eye on receipts in 2021 and the consequences of the crisis.
