As decided by the Conference of the Contracting Parties (CPC) in June 2023, a new attestation of unloading for tanker shipping will come into force on 1 July 2024. The unloading certificate specifies the proper execution of the unloading procedure for cargo residues (Part B). In particular, it provides the various parties involved with proof of compliance with their obligations and the proper deposit of the waste. The revised attestation of unloading now also takes account of degassing and washing during the voyage.
It is recalled that the CDNI was supplemented by provisions on gaseous residues of liquid cargo and their treatment. Thus, within the scope of the CDNI, there is now a ban on venting for inland waterway vessels, since venting consists of the direct release into the atmosphere of vapours contained in the tankers. The amendment will enter into force on 1 October 2024. (The regulations on the ban on venting may differ in the Netherlands).
The application provision also requires some changes resulting from the revision of the unloading certificate. The instructions for completing the certificate of unloading have also been amended.

The new attestation of unloading for tanker shipping (2024 edition) must be used from 1 July 2024 onwards. It replaces the old unloading certificate for tanker shipping (2017 edition), which may no longer be used as from 1 July 2024.
