Winter session 2018 of the Contracting Parties Conference of the CDNI

Strasbourg, 28.01.2019 ‐ The Contracting Parties Conference (CPC) held its winter session in Strasbourg on 13 December 2018. The meeting was chaired by Mr Jan de Spiegeleer, representing Belgium.

Maintenance of the disposal charge for oily and greasy waste at €7.50 / 1000 litres in 2019 and the prospects for an increase

 
In response to a proposal by the International Clearance and Coordination Body, the Conference of the Contracting Parties (CPC) decided to keep the disposal charge for oily and greasy waste produced in the course of operating vessels at €7.50 per 1000 litres of zero-rated gas oil supplied for 2019. The charge is thus unchanged since 2011. However, an increase in the amount of the charge in the near future (2020/2021) will have to be considered.
 
The system for collecting and eliminating oily and greasy waste is based on the “polluter pays” principle implemented by means of an indirect finance mechanism at the time of bunkering and by access to reception stations throughout the CDNI’s jurisdiction. The CPC has thus tasked the IIPC, in close collaboration with the profession, to determine together the needs, conditions and possible future developments in the reception station network in the next few years. The national institutions have been requested to undertake this consultation at their level and to report to the international level.
 
The outcome of this consultation will be presented and discussed at the hearing of the recognised organisations that will be held on 17 December 2019.
 
Finally, the report on the annual review of the financing system  was presented.

Use of the attestation of unloading 2017

 
It is not been possible to present the attestation of unloading 2014, which was the subject of transitional provisions as justification since 1st January 2019.
 
The attestation of unloading 2017 is available in both Word and PDF format, in Dutch, English, French and German, on the CDNI website (heading “Documents” / under the heading “Unloading ”).

Model used-oil log

The CPC has adopted an updated model used-oil log as concerns the identification of the vessel by the unique European vessel identification number (ENI). The new model used-oil log will come into force on 1st December 2019. Old model logs that have already been printed can be used as long as stocks last.

Guides for use by navigation personnel

 
Two guides intended for navigation personnel, shippers, port authorities and terminal operators have been approved by the CPC.
 

  • The new guide “Exclusive / compatible transport operations / specific vessel types for preventing the production of waste produced in the course of operating vessels”. This guide aims to encourage a reduction in the amount of cargo waste produced by avoiding unnecessary cleaning or by applying a less stringent cleaning standard. It provides a practical definition of these different types of transport operations, the applicable cleaning and washing dispensations and how to complete the attestation of unloading.
  • The updating of the guide on the treatment of cargo-related waste to take account of the various regulatory amendments that have occurred since the first edition in 2014: simplification of washing requirements and clarification of the responsibilities for cleaning in 2015, incorporation of the notion of compatible transport, which enables unnecessary washing to be avoided if successive transport movements are compatible in 2016 and new unloading standards that came into force in 2018.

FAQ

 
The CPC regularly takes note of the answers to the frequently asked questions (FAQ) prepared by the CDNI/G working group and approves their publication on the CDNI website www.cdni-iwt.org under the FAQ heading. These answers aim to facilitate application of the CDNI and to promote a consistent interpretation.
 
At its meeting in December 2018, the CPC approved a new FAQ, proposed by the profession, confirming that products that remain in the handling and (un)loading arms are to be considered as handling waste and disposed of as such.

The next meeting of the CPC will be on 18 June 2019.
