The Convention

Inland waterway transport is deemed to be the most environmentally friendly mode of transport. The treatment of waste that inevitably occurs during the operation of vessels is of particular concern for river operators.

 

As the management and the disposal of waste is a matter that is being regulated in a land-based context and taken into account through appropriate procedures and infrastructure on a national level, some rules for the various parties concerned by inland waterway transport had to be established in view of the necessary interface. These rules envisage to:

  • encourage the prevention of waste generation.
  • canalise the disposal to the dedicated waste reception facilities along the waterway network.
  • ensure adequate funding in view of the “polluter-pays principle”.
  • facilitate compliance with the prohibitions of discharge of the waste into surface water.

 

On 1 November 2009, the Convention on the collection, deposit and reception of waste produced during navigation on the Rhine and Inland Waterways of 9 September 1996 (CDNI) pdf_fr pdf_de pdf_nl pdf_enentered into force.

 

The CDNI has been adopted by six countries (Luxembourg, Switzerland, the Netherlands, Belgium, Germany and France) and is applicable over the entire length of the river Rhine and on all inland waterways in Germany, the Netherlands and Belgium, on the international part of the river Moselle in Luxembourg and France. In order to assure the application on the entire geography of the Convention, the respective rules have been transposed into the national law of each Member State so as to become applicable in the conventional network.

 

The implementing regulations make a distinction according to the origin of the waste occurring on board, taking into account the corresponding responsibilities. Some rules are addressed to the boat master, as in the case of oily and greasy waste, household waste and special waste, whereas others impose obligations on the charterer or the addressee of the cargo.

It distinguishes between the waterways where the whole convention is applicable and the waterways where only parts B and C of the CDNI are applicable (specific case in France, more information on the French area of application here)

 

Please note that the CDNI is applicable on all waterways aceesible for inland navigation in Belgium and in the Netherlands. Nevertheless, this level of detail could not be described in the following map.
